If you start ranking city's using data you can narror it down, but there will still be many choices left and you will run in circles trying to fine the ultimate #1.I don't believe that the choice of the very best, perfect market is important.

That is a state I wouldn't go anywhere near as I believe a mass exodus is coming and likely an influx of migration to its neighbor Texas, which has highly ranked schools.
