They did something similar here with the sign police, getting fees per sign picked up, funded by fines collected.RE taxes seem to be a problem as well, it may require changes to state law to modify the tax base.I'd think it would be worth the effort to put the banks in possession and collect the tax, how did the bank avoid taking possession?

Though your assumptions are low, the real problem as I always saw it was putting the 25 percent to sleep in exchange for questionable cash flow every month.
