I definitely think this author's focus is on buying seller financed notes rather than NPN's from larger lenders with professional servicers, etc.I can see how she might be referring to the rules about demanding debt in certain intervals.

Balloon payment due in 36 months.That means that in 36 months you have to redo the loan(continue at same payment rate with a possible interest rate adjustment) for the remaining principal or pay it off(the remaining principal)This gives the bank an out at scheduled intervals.

Depending on the carrier, these may be done annually, or at random intervals. 

Regarding the cleaning, have a handyman come out on whatever interval that is necessary.

If someone reports you, they will come out and verify you have disconnected the utilities and then come at random intervals to check on you.
