You'll need good contact info for them to be able to collect, and ideally the new address for the tenant however which if you don't have can probably be found easily with some online sleuthing/ contacting their employer, skip tracing software, etc.

Start with locations I'm most familiar with - Spend some time on Youtube learning about the different areas, and seeing which ones I'd be comfortable living in- When narrowed down, rent an Airbnb and try to spend a week in each place- From there, start talking to some property managers and networking in the area to find opportunitiesI grew up around the metro Detroit area, so that would be a good starting point for the research, expanding out to nearby spots in the midwest like Ohio.

The solution is to location the meters as close to the billed unit as possible (or even inside) but sometimes that's not convenient because the return and supply lines are on opposite sides of the building whereas you could easily put the meter right next to your boiler / zone valves where all of the pipes are easily accessible.As for cost per BTU, with oil, you keep a rolling average of the price per gallon in your tanks and divide the BTU's used by 138,500 (BTUs contained in a gallon of heating fuel).
