The money was conditioned on a checklist that I gave them prior to the close that detailed what the exact conditions of each of the requirements were, "broom-clean, free of debris, all seller-owned appliances left in good working order" etc.Many of the tenants, knowing that the bank would likely evict them in a few months anyway, were cooperative enough to leave the property in "not-horrible" condition.

I've had that happen a couple times before, the only sticking point is that it depends largely on getting cooperation via docs and statements from the PM, which can be tough to do.  

It would be helpful if they were cooperating with the repairs, but they are not.  

I usually fill mine in with 1 days notice, but many agents use up to 30 days notice.Also is the 4% fee a hard fee, or is it offset by a cooperating fee from the listing agent?

In order to get FHA financing the property needs to meet minimum safety requirements - no peeling pant, has mechanicals, all cooper in tact, windows not boarded up, etc.
