Do you confront the tenant?

I would confront him and tell him to knock his crap off .

I would confront him about it and offer him a solution to make it right.

Nothing confrontational.

Perhaps they are used to living in bad conditions, they assume that they are responsible for the repair but cannot afford it, have been renting from slumlords for so long that this is the norm for them, or they just don't like the confrontational feeling they get when requesting a service call.

they may only want you to visit in order to show the turkey there not paying any rent that the house is for sale thus forcing him to clear the residence thus saving face and avoiding confrontation with the guy.

Just like apartment managers, they are always confronting tenants who are less desirable and cause many headaches.

I don't mean to sound confrontational, but this is a horrible investment and a formula for failure!

I have not yet confronted my contractor/partner about finding this out.
