I’ve done some surface level research and know that you can pay third-party services, but wondering if I can outright cancel due to medical reasons for my dad (cancer) who is too weak to travel.

Track your spending and try cutting as much fat as possible like starbucks, booze, work lunches out, dinners out, lower cell phone, plans, get rid of cable, etc. and pay down all your debt.

It may be different on a pc vs a cell phone.

If you took the pics on a cell phone you might want to invest in a clip on fish eye lens to get more of the room in each shot. 

I found a fourplex in my area, looked up the owner, and finally got his cell phone number.

It's possible to find an unpaid utility bill or cell phone on there.
