The recent tragedy might signal a buying opportunity.When we lived near East Palo Alto, CA, it suffered 1 year of notoriety as the US "murder capital".

And discovered not more than 1/8 of a mile away the state troopers had stopped somebody that was involved with the murder and kidnapping.Shortly after that we heard gunfire it seems the suspect.

Also, I contacted Proper Insurance and they were very helpful until I said I had a policy with CBIZ and then they said they could not help me and were very mysterious when I asked why they could no longer  help me.

Because if i understand the OP correctly one unit is under priced and two units are vacant and the other is a mystery.

That's not mysterious at all, most banks do the same.Rather, he is right that all you need is an umbrella insurance policy.The vast majority of LLCs provide NO asset protection.

There's no fraud here, the agent doesn't have some mysterious buddy, it's just how the system works.
