If you were in MA I would be open to partnering up on the first few deals but unfortunately, I'm not looking to expand outside of Massachusetts. 

Then if you end up needing to purchase that property for cash you can always add those outside proceeds to the 1031 proceeds at that time.You're absolutely right about lenders not lending without a CO. 

I spoke with a traditional lender the other day from Total Mortgage who said it would be difficult for me to get any kind of financing outside of a traditional 20-25% down investment loan, because I don't have a credible reason to be buying another multi-family outside of investing purposes.What is the simplest way to make a second purchase utilizing the 203k loan program without running into issues in underwriting? 

There is also a Maryland-wide lead inspection that is required for any property built before 1978, but that applies anywhere in MD, not just Baltimore.There is a very active investor community in Baltimore that I've found invaluable (especially as an outsider trying to learn the city).

Just sold one recently that was about 90% in the flood zone, but it did have a previous building and a viable future building site out side of the FZ on the 10% NOT in the FZ.
