The larger projects I am looking at, would require more funds (probably around $500,000) and a longer hold period (3-5 years). 

For a longer term hold using it for downpayment you can do a heloan its a fixed rate heloc. 

I talked to the company holding the ira and I don't have to pay the 10% penalty.   

Buckeye, San Tan, Florence, Casa Grande: they all have an abundance of land for any builder to construct a new house, so the land holds very little value, thus lowering the chance of appreciation. 

With the tenants moving out, I'm toying with the idea of converting it to an MTR.

So I'm sure someone with money and idea ready to go would be willing to pay to cut that time and risk out.
