I'd be prepared to answer those questions and I'd probably approach someone that you had a personal connection or referral to first. 

I would designate a friend or family member.

I approached the investors I had written some offers for.

I havent looked at the zoning laws in your city but if you approach it by telling the city that you're basically just trying to update your garage, they will most likely be in favor of this because nicer properties make everyone's property values go up. 

I'm new to real estate investing and am taking the wholesaling approach.

Not to jump onto this thread too late, but I have had success doing a similar approach albeit with multifamily properties in NYC.

OR 5+ MFR which is classified under commercial. appraised by the Income approach NOI. 

Opportunity Zones are designed to spur economic development by providing tax benefits to investors.

I might be worth it to look into one, but I'd rather research a bit before approaching one especially since I can't buy another property for a few months at a minimum.

This is the proper procedure to follow and is designed to protect the landlord in the event that rent does not end up being paid.
