One it sounded like he didn't make other people aware of the presence asbestos and two it sounded like he wasn't using a licensed company and you need to be (or strongly STRONGLY recommended) be trained to do so.

Hello BP,I'm curious to know if there is a section on BP that teaches about how to fill paperwork like sales and purchase agreements, notes, options and other necessary paperwork that a new investor should be aware of how to fill them up.

Best practice is to make the call to change the utilities at lease signing, together.Be aware that tenants without electricity sometimes do dangerous things, like use candles for light, charcoal/gas grills for cooking (sometimes inside!)
