The amount of complaints are excessive, it is time consuming to address, and we aren't sure how valid each complaint is anymore. 

I'm sympathetic and wish there was a cut and dried answer.

On this first property I just did non-toxic paint, called ecos throughout, tried to pick low-voc adhesives etc. refinished existing floors, used some materials that my dad had left over from commercial projects, and went to a place called Community Warehouse downtown, which has a lot of excess building materials that have been donated.

Pest control- we put mouse bait out along the fencelines and under the units, mow excess weeds and grass.

This is a non issue though; we did this in my condo when I bought it and it took 2 days start to finish with all the drying time.If the stain is dark and outdated, I would suggest it.

Your home is in an area with excess humidity and dust/salt can provide the food source.
