It sounds like from your post that there may be an existing garage there currently, but the original surveyer screwed up. 

I am doing a job in Shaker Heights OH for which I currently have 150% of budget in escrow with the town housing dpt.I can only get the funds released once violations are rectified. 

I personally think the detailing MAY be a great idea, IF the location of the car wash is on a highly traveled street in a neighborhood with lots of residences within a 2 mile radius.
