Hello, I'm a total newbie and in the very beginning stages of building a team and gathering resources. 

I owned a 4plex in Atlanta, but none of the units have washer and dryer hook ups. at this stage it would cost me too much to add to each unit , plus I  paid for water.

The entitlement & planning stages alone for a project like this could easily be north of a year - especially with pandemic-related delays. 2) Yes - but with caveats.
