As I have said on many-a-conference call with a prospect's current "SEO expert", when they tell me or imply that they know how it works, I ask them to send me the Google source code so I can see for myself.

I had hoped he was up to speed on this now, and could refer to the above history during our next conversation.When I addressed this at a subsequent conference call with the manager's office staff, still in dismay as to how something like this could happen, his staff then looked at it again and said that the slip-up was because "the contractor sent us the wrong quote".
