I swear, they all talk insurance-speak which sounds like a different language to me. 

Unfortunately most of the markets I'm interested in (and that I can afford) aren't near by and I also don't have a whole lot of personal experience or a ton of 'feet on the ground' already so to speak regarding the markets of interest. 

Ask to speak with some of their current owners and current/former tenants.

And I do speak Danish ;)

Legally speaking, do I keep the money and tell Title to fix the problem on their own?

Doesn't have to be dirt cheap (see what I did there), but decent quality work for a reasonable fee. 

Just closed on my second triplex but trying to invest in some quality education since my day job is in healthcare.

And remember, as one of mentors say:  The quality of the offer can be as good as the quality of the financials!!

You are likely to end up with a bit of turmoil with that cheap of a property (probably not in great shape and/or in a bad neighborhood) and lower-quality tenants (evictions, excess repairs, etc.).
