I have attempted and failed to reason with A; despite an exterminator documenting that there was a heavy bedbug infestation in A’s unit and insinuating that they originated from it, A denies the issue each time it’s brought up and refuses to have his unit cleaned.

If the first lien is substantial and the tenant is not performing (a safe assumption in light of the eviction attempt) then your second lien is just not worth very much regardless of what is stated on the face as to amount owing and interest rate.
