It's more of a retirement goal but gives us some flexibility and we have other assets focused on driving more income properties. :)

I'm retired now, checked out annuities and none can pay me the $1,500/month unless I invest a good chunk of cash.

They're as passive as your turn keys but more stable. 

She is close to retirement, wants to move to out of state with us, and have the peace/zero risk of not having the home in her name anymore. 

The tax consequences are severe.The purpose of a Solo 401(k) is not to provide you with any access to this tax-sheltered retirement savings. 

They want us living paycheck-to-paycheck so we will rely on government for our safety nets like healthcare, retirement, and soon they will add housing.

Current tenant has been in the unit for a few years, and really wants it to be her forever home (She's retired in her late 60's and all extended family is close by)The property is valued at 110K, though I believe I can pick it up at 100K.

I have excellent credit, a potential renter, but would rather not take money out of my retirement acct to put the down payment. 

I am a career soldier approaching Army retirement in two years.  

I want to hold a place for at least 10 years and hopefully have 6-10 places by the time I retire in 9 years then trade them up for an apartment complex which is the goal within the next 10 years.
