Outstanding results and fast close of escrow Lessons learned?

My parents had a lot of outstanding bills - many of them accrued while my father was ill (medical bills, etc).

I have one investment property worth $700k with a $400k outstanding loan that generates about $8k per year in cash flow.I also have about $150k cash that i can use to start to invest more in property.What would be the best way to reach my goal?

The painters did not complete the work, there was also an outstanding letter from the insurance company which stated that stucco needed to be repaired, so now those units need to be repaired and repainted.   

At the end of each year, the landlord provides a summary of actual CAM charges and invoices the tenant for any outstanding balance.
