The city wants us to make a new piping going the opposite direction which is fine but they also saying that I have to do it all the way to the main valve on the street not the curbside, but in my opinion I think it should be my responsibility to run the piping from the house to the curbside valve not the street main valve because this should be done by the city.

Common in HI and in other places.It could be the document is standard boilerplate that has clauses which make no sense in this transaction.If you really are not sure it is best to have a lawyer read the contract so you can get a qualified opinion.

Infrastructure Trend: The one consistent improvement I see everytime I visit (and I do mean everytime) is that there is always a casino being built/remodeled (I imagine that this is a perpetual event)---this isn't infrastructure in my opinion.
