In the meanwhile start connecting with local community banks, and small/mid-sized regional banks (IE: relationship bankers) and establish your links with these types.After a year of owning your asset, it's considered "seasoned" from a banking perspective then just go for a refinance to cash out.

My suggestion in picking a market would be demographics and cap rate of course, but beyond that, pick a region where you have people you know and trust to refer resources, and who have a first hand pulse on the market.

I think 120k is fine for this market even in this beat up condition (some small back story - the town is working to change the central area and make it a destination for the local region so values should be on the rise soon).

Right now the capital region in general is a bit overpriced and inventory isn't has high as it is normally.
