Never, Never Ever skip the background check... had a prospective give me a song and dance about how they could not complete the background questions due to identity theft years ago and it hasn't cleared up...

Sometimes these rules can make you skip on properties that could work or buy properties where it won't.

Just over a year ago, as I was rehabbing one unit of the duplex, the landlord of the triplex unit immediately across from our duplex had a tenant skip. 

They think they are big time business owners who can skip hiring general contractors and end up hiring handymen or day laborers from craigslist who call themselves general contractors.They are almost always going to offer a cheaper rate then an actual contracting company with an administrative staff, marketing budget, licensing, fleet of vehicles etc.....Thing is it's not actually a 100% certainty that they will do (or properly do) the job you've hired them to do.
