Property tax ~$2,000/yr.The property is located in an area close to a college/medical school and 2 hospitals so I don't foresee any future problems renting it out.

I think the focus was on affordability of purchasing the property itself which appears to be pretty well unattainable in most major metros around the globe.The biggest takeaway for me is that the study pretty conclusively shows that less government intervention in the housing market leads to more affordable housing options.

The credit issue could be due to divorce, medical bills, etc, If you think they will be good tenants, why not just collect the first month rent and security deposit?

If you are stepping in place of the lender, make sure you follow the laws that lenders have to follow as it relates to default, alternatives to foreclosure, loss mitigation, continuity of contact, early intervention, etc.
