You can use an amortization table to figure out about how much is left on the original loan based on how long the DOT has secured the property.

I see no reason that I would expect poway or Mira mesa to out perform the general San Diego market.  

They may have an appraiser or broker perform a BPO (what they did for me) and so you need to be very sure the value is there. 

In terms of the realtor's preferred lender, that's up to your discretion.
