Would create less risk for landlords thankfully and help screen out these people destroying properties. 

Or they are on disability and you can't garnishee disability, so if they decide not to pay you're just out of luck.You really have to SCREEN to get the few good ones who are out there.

Hi Everyone, I converted my 2-flat apartment building into a legal 3-flat using a cashout.

I also want to do my own screening.

Check with whichever brokerage you use, they will typically waive any company split or fees (or have a minimal flat fee) for personal transactions.  

I am looking at this as an opportunity to learn from experiences similar to that of a landlord such as screening and managing tenants. 

Neighborhoods become bad when property owners don't care, don't invest, don't upkeep, don't screen.
