I found one lender Commercial Mortgage City Corp which seems to be privately funded, but can’t tell if this is a scam or a reputable lender?

This might be an interesting case (not what I am encountering) but I would like to know all the legality around this abuse. 

I agree with @Robert Wentland that this is not the last time you will encounter this in Oregon...It is up to you to decide if you want to evict a reliable long-term tenant for something like this, even if they are choosing to do it outside and not in the actual property.If it comes with a lot of disturbances (friends over having too good of a time and making a lot of noise), you could reference that as an issue.

The emails I get from them almost seem to be scams. 

It was a big ol scam he was playing.

You could be getting scammed, but neither the 15% nor the 6.75% rate are inherently red-flaggy.

Will it be what I asked for, will they be damaged, am I about to get scammed.

No one was scammed there nor did I make any money on that loan but that is the nature of the business sometimes.
