To my knowledge, any foreclosure in any state requires notice to junior lien holders, that may be accomplished by public notice, but I don't know of any state that allows a sneaky foreclosure.There is no statement in a junior lien/note that binds a first lien holder to act between an agreement made by their borrower and a third party.
