If the inspection was done any repairs that were needed could have been sent via pictures with the offer to the bank so the bank would know what condition the house is in and would base their decision on the repairs. 

I'd like any and all help with pointing out stuff I don't realize will need rehabbed and help with estimating how much this house will take to get in great shape.I have included a dropbox link of the pictures I took today.

Lastly, (and I'm not defending the PM) but just as a point of reference; It does sound like the PM wasn't doing their job but that being said lets look at the big picture behind your complaint.

It's about 100 square feet including the entranceway, 6 steps and a landing. i have pictures but dont see an option to post it on here...Anyway, under the carpet there was a ridiculous amount of yellow glue, as if that carpet alone was holding the entire house together.

If you have really high or really low numbers, you look at the pictures and geography and justify why.

If the heirs all agree to sell, a motion for permission to sell the house would be wrapped up somewhere inside the probate case (which could take months depending on the chain of title, number of heirs, wills, etc.).
