There are some odd cases in Denver where the zoning dept has a separate doc that specifies the odd approved use of the property in the past before all of the zoning changes in 2010.

@Chris Shue some lenders will be different with this process but yes, they may not show you the appraisal until they fully approve it.  

Recently I applied for pre-approval in order to start looking for small multi-family units to do an owner occupied house hack, I was, unfortunately, denied pre-approval due to my low income.So I had an idea and I was wondering if this is 1) Legal/Feasible 2) Effective/Smart or Not.

I don't know of any loan types that would give the approval to lend on a property with an active sinkhole...and yes, that means conventional loans too.

@Scott Pillsbury your purchase contract should have a "Third Party Financing Addendum" that states your time period to get approved.  

How do you actually approve me or the property?

If it is not already zoned MHP, you're very unlikely to get it approved for rezoning for this reason. 

That means going through the entire city review process and have everything approved.
