I really don't get how the city can not step in and remove the people-not because they are squatters, but because some of those houses are clearly not habitable and they are created a health hazard with all of the needles and stuff in the yard.

I have a friend who is going to be selling his house soon, talking to him he is willing to allow me to assume his loan and pay the difference in the appreciation that he’s experienced in the last couple years.Here’s my dilemma, I would be buying it as a rental property, but it feels like the only upside to the deal would be the 2.5% of the assumed loan interest rate as I would be putting around 20% down.
