The reason is if something is found down the road after owning the property you can point to an "innocence clause" and a chain of command that you did your part and had a phase one completed prior to purchasing.Also if the state sometimes has an abatement award or the fed government for clean up you will not usually be eligible if you do not have certain inspections completed prior to purchasing.Same thing for a survey to be safe have it completed prior to closing.

well now you have explained it your talking Manufactored homes.. the most difficult to loan on.. the government forced lenders to loan on them for Owner occ. that's why they get the loans.. for you its going to be tough.. you defiantly need a private banker who can make loans outside the box
