This is where you'll see the intent and further you'll see who the law applies to or who is excluded.Financial entities, security firms, etc. are regulated under other statutes and are often exempted from statutes, if the didn't they may be requiring something contrary to other provisions or loading up some USDA farm operation allocating assets from title rights in land of a co-op moving future crop productions.I learned in the early 90s that a "business broker" in Missouri was an unregulated brokerage operation, they don't sell the RE, they can get a RE broker or attorney or allow the seller do to that part alone.

The title co, dictated by seller, is getting the other fees - processing, settlement, closing, doc prep, courier, copying, etc etc etc, the charges are on both sides of the HUD, buyer and seller with the understanding that if bank doesn't pay buyer will step up to bridge the gap.
