The Income from Sect 8 only helps cover the rent as part of their income, so they still need another income source to get to 2.5-3x rent. 

Multi family properties can help you purchase a costlier home that you would qualify on your own with as we can use the rental income from the additional units to help you qualify.When purchasing a home using your VA benefits, you must occupy the home for the first 12 months.

This country is severely under supplied in housing units so more units will better help affordability by adding more supply to the market.I tried to make it as simple as I could but I can see how it got confusing.
