Also ensure you have the cash reserves because if your tenant doesn't pay you are still expected to. 

With that being said how would I go about ensuring that the property I am looking at can be zoned/permitted correctly before actually purchasing the property?

For example, if you plan on holding the asset for 20 years and your roof only has 10 years of life left, then I would start to budget monthly to ensure you have the cash needed to replace that roof by years 5-10.
