Banks change their policies all the time and state and federal regulations will sometimes dictate these changes.

If an HOA wanted to implement policies with regards to screening tenants, how long is their leash?

Banks have policies and procedures and I would pretty much guarantee their policy is "Do not let offers without proof of funds past the gate".
