I was able to speak to a realtor from the area and told him that I was looking to house hack for investment purposes in NYC.He advised me to hold off on investing in NYC. 

I can't speak for your title company and escrow officer, but usually no you can't do this.

Unfortunately, we have had to do most of our communications with her via the mail because she doesn't speak English.

Overall she's been fine - she's older and doesn't speak English so well - there's only been a few minor issues here and there, but luckily I've been in contact with her daughter who often helps problem-solve when the housing authority won't.
