Maintenance is more for minor wear and tear calls (doors not shutting, etc).

(I recently had the pipes freeze in one of my homes which was repaired promptly--the plumber responded within an hour of the call. 5 days later there was another plumbing issue which required the tenant to shut the water off.

Should I put them in my name until the next tenant or is it the tenant's responsibility to shut them off since it's in their name?

I would make sure whatever method you use it has the ability to be shut off

Not the alternative of shutting them back down again in the fall and keeping schools closed.  

As far as animals maybe slam front door  a few times and leave shut until you think they may be gone out of a window or possibly open back door.  

Once I caught on I immediately called electric company and told them shut the power off and put up a notice .

They can shut you down.    

I think he was always within one step of the city shutting him down.  

If, OTOH, you have offset tiles or other mainline restrictions, then it will be your problem.There is not much you can do to force the tenant to shut off the faucets, unless your locale allows you to charge tenants for water.
