(I recently had the pipes freeze in one of my homes which was repaired promptly--the plumber responded within an hour of the call. 5 days later there was another plumbing issue which required the tenant to shut the water off.

If, OTOH, you have offset tiles or other mainline restrictions, then it will be your problem.There is not much you can do to force the tenant to shut off the faucets, unless your locale allows you to charge tenants for water.
