   While you cannot charge the one that has orders, the other one likely does not have the same protections and apparently can afford to stay but just wants to move to save himself money rather than find another qualified roommate to share with, so he is trying to make this your problem instead of his.

All in all, I suspect if you own the underlying land, have several mobiles in a compact area, and have expertise in the area (repair, the tenant demographic, etc), then it could work well.
