I always try to issue a check, to "cash", even for those contractor insisting on cash.The only exception in all these years is a few days ago, someone rang our doorbell 7:30 one morning last week, doing my neighbors driveway and sidewalk.

Thanks for the additional info @David Sisson, I read through this site this morning which pretty much lays out the same things. https://www.mass.gov/info-details/massachusetts-law-about-submetering-water-for-tenantsDefinitely seems like a bit of a headache, but I'm curious to hear if anyone has taken on the process regardless.
