There are cases (not your example) where contractors will bid low on purpose and then change orders come flying in.... again this where you need to do due diligence.

However, I doubt that would fly in California where the price of a house is much higher. 

There is nothing like flying into SJU airport and seeing the blue roofs of the Ritz and being 5 minutes from the beach and the apartment. 

Sometimes you get lucky and the "if it doesn't work here is must apply here" doctrine will fly. 

This includes; roof, HVAC, plumbing, all surfaces, some wall removals, landscape, mold/asbestos remediation, foundation issues, sea wall repair/replacement, etc. 2021 +Once I move to SE FL, I do want to buy two/year 3/2/2 SHF homes and rehab these.

After you feel you have found someone take the time and money to fly out or drive to the area and see the property, neighborhoods and really just get a feel for the area and see it for yourself.

My point being, I spent a lot of money to get those sellers to call me, but I could have paid a VA over in PI $3/hour to fly around neighborhoods writing down addresses on a Google doc spreadsheet and building me a nice marketing list.
