I guess we will see and my comments are really pretty jaded with respect to this city based on years of brain damage with them.

Generally good for catastrophic damage -- fire, fallen trees, etc.- General Liability:  This will cover any damage you or your contractors do to other people's property. 

My biggest advice for LA is to make sure you always dress in layers!

Either way, start documenting the problems you are having and charge the tenant for the damages.
