I have a local and well known developer interested in coming in wit his construction crew so that adds credibility. 

Refi take up to two months+, HELOC should take about a month, and most importantly, a cash-out refi will reset your mortgage to the 30-year rate and you'll end up paying out 99% interest again, whereas wit the HELOC you continue on your original amortization schedule.

Beauty is in the eye of the beholder. 

The ADU was actually the existing home which was taken down to the studs and beautifully renovated, and the 2BR house is all new construction built on the lot in front of the ADU.

Lastly, don't compare yourself to campgrounds within the park because this is not the same product as your campground but it would be good to know how many there are because 9 times out of 10 people will choose to stay within a park over outside the park, unless your campground is beautiful or has other amenities.
