To include heat and water in an apartment setting / duplex/ 4 plex is common, the water & heat is paid by owner, is tax deductible on expenses and cost is covered by rental income.You can always increase rent, you'll learn to track your water bill for usage and should look at inspections for toilet flappers and leaky faucets,, Check the meter dial occasionally to see if it's spinning - showing usage when it's obvious no one is home.
