The short answer is "probably not", you will not be able to get a variance to add a third unit in an R-2 district.

@Claude R Viaud I'm sure you can create a successful flipping business anywhere.  

Maybe at H&R block, but at a public accounting firm you will see all different industries and you do get client contact.I also detest materiality (the concept in audit of "it's close enough" with pretty large amounts).

Any expense like that, (excluding large repairs like a kitchen remodel and new roof which are cap ex), should be budgeted out of R & M.
