To classify a good cash flow is to submit to a subjective opinion; what one investor may consider good cash flow, another may completely ignore.

I cannot speak to NYC/Philly, but currently own 4 SFRs and a duplex and happy to talk more about my experiences (overwhelmingly positive) through messenger.From an education standpoint, and without the intent of becoming a full time real estate professional, I would be listening to podcasts, youtube videos, the forums here, for people that have done similar things. 

Do you only have 10 days to get inspected AND submit report to seller?

I cannot join the inspector due to COVID-19 new rules, but he said he'll take videos and call us afterward.
