If Resident does not maintain property to these standards, Property Manager will arrange a contractor to tend to the grounds and Resident(s) will be held responsible for the costs.

I'd recommend you first identify a local acquisitions manager, typically a real estate agent, who can help you arrange to identify, screen, evaluate, and inspect properties while you are out of state.

As you clearly have not done this yet, I would make arrangements ASAP to do so.Your late fee is extremely weak... unless that was a typo for $100.
