My wife shared a room with her 3 sisters while her parents took the other room.

Don't they have family members (parents, brothers, sisters, relatives) that they can move into? 

It started to make me think about my first post, I "assumed" it couldn't have been his parents but a cousin or even brother or sister at worst.

The third adult in each case (one a brother, the other a sister) has poor credit and 1/2 the income.

However, the letter did not get to the tenant as the address I specified is the house of the tenant's sister and she seems to have refused to receive the letter. 

(I have a groomer who takes care of Sasha's nails plus my sister (dog trainer) for in-between grooming appointments.)

Because I am in a sister-profession I understand, intimately, that even REALLY responsible people can have a run of bad luck like they did.  

I was lucky in that in every case, they backed off once the police contacted them.But, for instance, there was an applicant freshly out of prison who was living on his sister's couch and she wanted him gone.
