You can pursue further measures if you really wanted to, I recommend handling it before you do. 

Technically it's just monthly rent / cost, which is a percentage; the monthly rent is X percentage of the cost of the property.That being said, while rent/cost is a useful measure, the 2% Rule is garbage.
