I, too, am in a business where my expenses are extremely high compared to my income (musician) and COVID-19 has shut me down completely, possibly for a year and a half to two years.

Such a huge rise is only sustainable if the government shuts down new construction (ie San Francisco or Manhattan), or there is no space to build (ie LA).

They considered bidding for 2020, but pretty much shut it down.

Another tip is to shut off outdoor faucets to avoid car washing etc.That being said at a leak causing increased billing I would think has to be after the meter.
